BOLIVIA: Arce heads abroad amid trouble at home

Bolivia’s President Luis Arce conducted his first foreign visit this week since taking office last November. Arce’s three-day official visit to Mexico served as a distraction from the domestic unrest in Bolivia in the wake of the arrest of former interim president Jeanine Áñez and two of her cabinet ministers [WR-21-11]. Recent days have seen large marches and counter-marches, while Áñez penned a letter on 23 March, as Arce arrived in Mexico, denouncing torture and abuse.
