EL SALVADOR: Bukele replaces key minister

President Nayib Bukele announced this week that Gustavo Villatoro, the head of the superintendency of the financial system since July 2020, would take over as security & justice minister. He replaces Rogelio Rivas, who had been in the post since Bukele took office in June 2019. The announcement raised eyebrows given the lack of explanation for the change and the fact that Rivas had overseen a reduction in crime which Bukele attributes to his security plan ‘Control Territorial’.
