The Venezuelan argument is that the US is largely to blame for Latin
America's problem with drugs. This is not entirely fair. Although the US
residents still snort (or smoke) 45% of the world's cocaine, US consumption is
clearly falling. Rodríguez Chacín claimed that the US drive against “hard" drugs
(such as cocaine, heroin and methamphetamines) was misleading because the US had
more or less given up the battle against marijuana. He asserted that the US was
now, probably, both the biggest consumer and producer of marijuana.
