ECUADOR: A tale of two mayors

Quito has two mayors – or one, or none worthy of the role, depending on who is asked. The convoluted power struggle that saw Jorge Yunda impeached on 3 June took another twist on 30 July, when a Pichincha provincial court ordered his reinstatement. However, that ruling came after Ecuador’s electoral disputes tribunal (TCE) had ratified Yunda’s impeachment, and it contradicted a 19 July ruling that appeared to cement the position of his replacement, Santiago Guarderas, who insists that he remains Quito’s lawful mayor. Yunda is back in his old office, but severe dysfunction persists, with the dispute sparking protests and Guarderas vowing to lodge an appeal with the constitutional court.
