VENEZUELA: Talks make headway but sticking points remain

Both the Venezuelan government and the political opposition claimed to have extracted significant concessions from each other in the second round of talks held in Mexico this week. Massive differences still separate both sides, and they may yet prove insurmountable, but the partial agreements reached on two of the less contentious issues up for discussion offered some encouragement that it might be possible to reach a compromise on more substantive matters as the dialogue process progresses. Developments away from the negotiating table could still scupper talks. President Nicolás Maduro insisted in an interview on state television this week that senior opposition leaders must face “severe justice” for stealing state resources, but evidence could soon emerge that his government indulged in this on a grand scale after Cape Verde agreed to extradite his reputed bagman, Alex Saab, to the US.
