HAITI: Resignation of US envoy causes stir

Two months after assuming the post of US Special Envoy to Haiti, following the assassination of President Jovenel Moïse (2017-2021), Daniel Foote has stepped down. In a strongly worded resignation letter dated 22 September, Foote attributed his decision to the inhumane treatment of Haitian migrants by the US at the border with Mexico, more general criticism of US policy toward Haiti which he described as “deeply flawed”, and US support for the “unelected, de facto Prime Minister” Ariel Henry. He cited as an example its support for the recent agreement struck between Henry and the opposition to establish a transition government [WR-21-38] – which Henry has since postponed.
