BRAZIL: End-of-year push in congress, but big reforms left out

There is a flurry of activity in Brazil’s federal congress this week, as lawmakers rush to get legislation approved before the end-of-year recess, which begins on 23 December. Top of the agenda are the 2022 budget and a constitutional amendment which changes fiscal rules, but ambitious structural reforms have been left out – likely for the long term.
