PARAGUAY: Abdo Benítez strikes blow against Cartes

Paraguay’s President Mario Abdo Benítez promulgated the World Health Organization (WHO) Protocol to Eliminate Illicit Trade in Tobacco on 18 July in a setback for his chief rival within the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC), former president Horacio Cartes (2013-2018). The Honor Colorado (HC) faction of the ANR-PC loyal to Cartes narrowly failed to hold up the protocol in congress, where the bulk of the opposition and the Colorado Añetete faction of the ANR-PC loyal to Abdo Benítez voted to approve it.
