CHILE: Alternative approach adopted

In a combative interview on 15 July Chile’s President Gabriel Boric said that there was no question of the 1980 constitution approved during the military dictatorship being retained. Boric said that if voters failed to approve the constitution drafted by the elected constitutional convention (CC) over the last 18 months in a referendum on 4 September then the entire process would have to start again with a new body elected to rewrite the constitution. Five days later, however, members of his left-wing Apruebo Dignidad coalition and allies backed a bill in the senate reducing the high threshold needed to reform the constitution. This suggests that a piecemeal reform of the 1980 constitution could be the most likely approach should voters, as polls suggest, reject the CC’s draft constitution.
