BOLIVIA: Mesa cedes in bid to avert protest wave

President Carlos Mesa has decided that the safest course of action is to give way on the demands made by the protesters of 2003. He has sacrificed his hydrocarbons minister, sidestepped congress and set a date for the referendum on the future of the gas sector, announced higher taxation of oil companies and amended the offer of gas to Argentina to make it conditional upon the referendum.
