As this issue went to press Chile was preparing for its ‘exit referendum’, an obligatory vote, due on 4 September, on whether to approve or to reject the new constitutional draft written by an elected constitutional convention. The vote could go either way, but government officials fear the new draft will be rejected in line with opinion polls.
