MEXICO-US: Bush reform unlikely to pass this year

US President George W Bush's Fair and Secure Immigration Reform, announced last January, is unlikely to enjoy congressional approval this year, according to the Council on Hemispheric Affairs (Coha). In a brief study recently released*, Coha says that neither Bush nor his rival John Kerry have felt it electorally convenient to put real political muscle behind any concrete initiative on immigration.
