HAITI: Accord on elections, discord on security

Haiti now has the broad outline of a political calendar, endorsed by the US. It has been told by US Secretary of State Colin Powell that it does not need an army, but should concentrate on rebuilding a national police - with the US staying on until that task is completed. Meanwhile, UN secretary-general Kofi Annan has floated a proposal for Mercosur to lead the longer-term peacekeeping force due to take over in June.
