BRAZIL | Moving forward on Santos privatisation. On 20 September, the Brazilian government came one step closer to privatising the port of Santos in São Paulo state, after the Conselho do Programa de Parceria de Investimentos (CPPI), an entity linked to the economy ministry that is leading the government’s privatisation programme, sanctioned the rules for the tender. These had previously been approved by the Agência Nacional de Transportes Aquaviários (Antaq), Brazil’s national waterway regulator. The minimum fee for the tender was set at R$3.015bn (US$587m). The concession will be valid for 35 years, with the possibility of an extension for an extra five years. According to Antaq, it will represent a total of US$6bn in investments in infrastructure in the region, including a submerged tunnel to link the coastal cities of Santos and Guarujá, both in São Paulo state. Santos is Latin America’s largest maritime port and moved a record 147m tonnes of cargo in 2021. The government led by President Jair Bolsonaro hopes to complete the privatisation of the port by mid-December, the executive secretary of the infrastructure ministry told investors in September.
