EL SALVADOR: New ombudsman fails to quell concerns
Raquel Caballero de Guevara has been chosen by El Salvador’s 84-member unicameral legislature, which is controlled by President Nayib Bukele’s Nuevas Ideas (NI), to replace Apolonio Tobar as the country’s new human rights ombudsman (PDDH) for a three-year term. The appointment of Caballero, who previously held the post from 2016-2019, has failed to reassure rights activists, already alarmed about the deterioration in human rights under the Bukele government, particularly under the state of emergency invoked back in March to tackle gang violence [WR-22-13], which was recently extended on a seventh occasion for a further 30 days.
