COLOMBIA: ELN to return to the negotiating table

Colombia’s President Gustavo Petro has moved swiftly on one of his core campaign pledges – launching negotiations with the Ejército de Liberación Nacional (ELN) guerrilla group with the goal of securing the demobilisation of Colombia’s largest remaining insurgent force. On 4 October, the Petro administration and the ELN reached an agreement to resume peace talks in November, after these were suspended in 2019 by Petro’s predecessor, Iván Duque (2018-2022). A peace agreement does appear within reach, but it will necessitate significant concessions from the government that will test the flexibility of its broad coalition in congress.
