BRAZIL: Power transfer begins with Lula seeking budget cap waiver
On 3 November, Brazil’s vice-president-elect Geraldo Alckmin (Partido Socialista Brasileiro, PSB) announced the beginning of the power transfer and said that president-elect Luiz Inácio Lula da Silva, of leftist Partido dos Trabalhadores (PT), would negotiate a constitutional amendment with congress to allow new spending for increased social benefits in 2023.
