The Partido Acción Nacional easily held the governorship of the border
state of Baja California Norte in the election on 5 August. The result was a
defeat for Jorge Hank Rhon, the candidate from the Partido Revolucionario
Institucional. His defeat is, effectively, a stake through the heart of the wing
of the PRI led by the defeated presidential candidate, Roberto Madrazo Pintado.
This is despite the sweeping victory by another Madrazo loyalist, the governor
of Oaxaca, Ulises Ruíz, in the municipal elections, also on 5 August, in that
