HAITI: Lavalas demurs, rebel boss surrenders

The news of the week in Port-au-Prince was meant to have been the final confirmation of the CEP, the provisional electoral council. Instead, the big news was the surrender to the authorities of the rebel leader Louis Jodel Chamblain, notorious as the second-in-command of the FRAPH paramilitary squads during the period of military rule (1991-94), tried in absentia and sentenced to life imprisonment. What happens to Chamblain will determine to a large extent how the interim Haitian administration is perceived abroad.
