The Comisión Investigadora of the supreme court concluded in a preliminary statement on 27 November, that the governor of the state of Puebla, Mario Plutarco Marín , had plotted to have an investigative journalist, Lydia Cacho, arrested and tortured while she was in custody. The Comisión's final conclusions and recommendations are due to be published on 29 November, just after we go to press.
