BOLIVIA: Mesa moves to assuage federalists

Against a backdrop of protest actions by a variety of groups and insistent rumours of coup plots, President Carlos Mesa moved last week to calm another set of influential people who have been venting their discontent, though not in the same direction as those who ousted President Gonzalo Sánchez de Lozada last year. These are the business and civic leaders of what has come to be known as the Media Luna (`Crescent'); the regions that lie around the Altiplano, the traditional epicentre of Bolivia's political life.
