US and Cuba hold another round of migration talks

Cuba: On 12 April, US and Cuban officials held bilateral talks in Washington, DC to discuss the implementation of the US-Cuba Migration Accords, which aim to ensure safe, orderly, humane, and regular migration between Cuba and the US. Cuba’s deputy foreign minister, Carlos Fernández de Cossío, led the Cuban delegation, while the US Department of Homeland Security’s deputy assistant secretary for the Western Hemisphere, David Cloe, led the US delegation. The two sides previously held talks in November 2022 after a round in April 2022, which were the first since 2018 after a long gap under former US president Donald Trump (2017-2021), who adopted a hard-line approach to Cuba. The latest talks take place in the context of record Cuban migration to the US amid deteriorating economic and human rights conditions on the island. Cuba and the US have committed to regularly reviewing the implementation of the accords, which comprise a series of bilateral agreements made between the US and Cuba in 1984, 1994, 1995, and 2017. A US Department of State press release issued in response to the latest round of dialogue highlighted that “engaging in these talks underscores our commitment to pursuing constructive discussions with Cuba where appropriate to advance US interests”, adding that the US remains committed to family reunification and “promoting greater respect for human rights and fundamental freedoms in Cuba”. A statement from Cuba’s foreign ministry (Minrex) highlights Cuba’s concerns over measures which “encourage illegal migration”, such as the US economic blockade and other US measures which affect Cuba’s socio-economic conditions.
