For the second time in nine months, Colombia’s government has reached a bilateral ceasefire agreement with the Estado Mayor Central (EMC) – the largest alliance of dissident units of the Fuerzas Armadas Revolucionarias de Colombia (Farc). There are indications that this second ceasefire will achieve more than its ill-fated first iteration, but serious challenges remain if President Gustavo Petro’s government is to secure the EMC’s demobilisation.
