The United Nations Security Council (UNSC) has sanctioned four gang leaders in Haiti. Having previously only targeted Haiti’s most powerful gang leader, Jimmy ‘Barbecue’ Chérizier, the move by the UNSC, which was echoed by the US Treasury and subjects them to an asset freeze, is in line with a sanctions regime targeting gangs and their backers introduced by the UNSC in October 2022 [WR-22-46]. This is one of two main solutions offered up by the international community in response to the worsening security crisis in Haiti, where armed gangs control vast swathes of the country – a situation which has escalated since the July 2021 murder of former president Jovenel Moïse (2017-2021).
