* Brazil’s President Luiz Inácio Lula da Silva has promulgated the tax reform bill which was approved by congress on 15 December. At an event in the lower chamber of congress, Lula told deputies that they had approved one of the most significant pieces of economic legislation since the end of the 1964-1985 military dictatorship. He said that “whether you are for or against it, you contributed to the fact that this country, for the first time under the democratic system, approved a tax reform that was years in the making”.
