Case study: Chile’s expensive deadlock

Chile has been widely seen as home to one of Latin America’ s most rigorous and well-organised attempts at constitutional reform. It dominated political discourse in the country and ran across four years (2019-2023). Yet despite all the time and effort invested, the effort ended in failure. The country remained stuck with the little-loved 1980 constitution.
