VENEZUELA: The threat of ‘popular power’

Despite opposition claims of systematic fraud, the Venezuelan government is pressing on with its electoral schedule. It is also planning a major constitutional reform. While it has provided few details the idea appears to be to introduce a form of so-called ‘popular power’, which would be designed to strengthen President Nicolás Maduro’s regime while taking genuine electoral power out of the hands of Venezuelan voters.
