BRAZIL: Congress deals blow to government’s fiscal plans

The government issued decrees on 11 June to enact measures aimed at boosting tax revenue, but congress signalled strong opposition to the plans. A few days later, the lower chamber of congress passed a motion to fast-track a bill to suspend the government’s measures. The fast-track motion was approved by a vote count of 346-97, a strong majority which indicates the extent to which the relationship between the executive and legislature has soured.
