ECUADOR: Reshuffle follows stinging referendum defeat

President Daniel Noboa’s ‘New Ecuador’, as he calls his reformist political project, is not as popular as was thought. That was the immediate conclusion from a 16 November referendum in which four proposals were resoundingly rejected by voters, including plans to draft a new constitution and allow the return of foreign military bases.
