MEXICO: Congressional audit spikes reform hopes

For about one day last week, it sounded as if Mexico's fractious political milieu was about to become all sweetness and light. President Vicente Fox and Roberto Madrazo, leader of the opposition Partido Revolucionario Institucional (PRI), announced in a joint communiqué that they had agreed to seek consensus on `essential' issues and work out an agenda to deal with pressing political, social and economic problems. The very following day the PRI was publicly accusing Fox of doing anything but seek consensus - on a core `reform' issue.
