President Oscar Arias had hoped to use a trip to the US on 24
September to present US President George W. Bush with the news that Costa Rica
had finally passed the 13 reform laws necessary (the so-called enabling
legislation) for it to implement Cafta-DR (the free trade agreement between
Central America, the Dominican Republic and the US). Instead, Arias will use the
New York meeting of the Cafta heads of state to request a further extension to
the 1 October deadline, after the final piece of legislation was knocked back by
