​CHILE: Kast presents controversial security reforms

The right-wing government of President José Antonio Kast submitted a package of proposals to congress in August which seek to strengthen the capacity of authorities to combat organised crime and other public security threats. With various constitutional changes among its proposals, the reform legislation also includes the creation of a new, more restrictive state of emergency, which has been slammed by opposition figures and human rights groups as a potential infringement of democratic rights and freedoms.
