President Leonel Fernández flew to Tegucigalpa for the inauguration
of Porfirio Lobo as president of Honduras on 27 January. The main purpose of his
visit (with Lobo's agreement) was to rescue the ousted president of Honduras,
Manuel Zelaya, from the confines of the Brazilian embassy and whisk him back to
Santo Domingo. In an ironic twist, Fernández departed for Tegucigalpa the day
after he proclaimed the new Dominican constitution. Zelaya was removed in a coup
after attempting to hold a referendum on whether to convene a constituent
assembly to reform the constitution. Fernández however needed neither a
