Port-au-Prince and its environs, the immediate relief efforts are being
complemented by a concerted reconstruction strategy. The US has presented
President René Préval with a detailed plan which envisages the creation of a
supranational entity to ensure that transparency and accountability prevail in
the management of billions of dollars of foreign assistance to rebuild the
shattered island state over the next decade. Details of the plan found their way
into the press only a matter of days after the Haitian prime minister, Jean-Max
Bellerive, had raised serious reservations about his government's ability to
