NICARAGUA: Ortega rules out electoral observers

President Daniel Ortega has explicitly ruled out the possibility of allowing national and international observers to 'monitor' the November 2011 presidential and legislative elections.  His announcement, which follows a similar move in the November 2008 municipal vote that resulted in a suspension of cooperation from international donors amid widespread accusations of fraud, has sparked fresh transparency concerns ahead of the November election.
