BRAZIL: Dispute undermines energy sector and the environment
The mood is heavy between the ruling Partido dos Trabalhadores (PT) and its main partner in the governing coalition, the Partido do Movimento Democrático Brasileiro (PMDB). There have been fights between cabinet ministers of the two parties in the past few weeks. Behind this acrimony is the presidential succession in 2010. The problem, however, is that the fights are starting to undermine the government's policies for both the energy sector - at a time when Brazil may be facing electricity rationing - and the environment - just as the deforestation rate in the Amazon picks up again.
