BRAZIL: Lula tries to perform delicate balancing act

Brazil's President Lula da Silva went to Buenos Aires in early August to mend relations with Argentina, after the fallout over Brazil's decision to accept the WTO proposal to end the impasse over global trade liberalisation. Lula and his Argentine peer, Cristina Fernández, demonstrated their willingness to cooperate, but it was clear that divergences remained.
