GUATEMALA: Soto resigns as public launches anticrime drive

Interior minister Arturo Soto last week became the second member of President Oscar Berger's initial team to quit. Unlike the first, security commissioner Otto Pérez, Soto's departure was not ostensibly due to political reasons. He himself pointed to personal motives, and Berger said it had always been understood that Soto would serve only during a brief 'transitional' period. Inevitably, though, many in Guatemala have associated his resignation with the growing discontent about rising violent crime.
