BRAZIL: Shootdown law at risk on two flanks

The government of President Lula da Silva took two risks when it decided to go ahead with the implementation of its 'shootdown' policy. One was that it could yet fall afoul of US legislation which bars, by extension, the use of US technology to down civilian aircraft. The other, that - for entirely different reasons - it could find implementation barred by the Brazilian supreme court.
