year anniversary of the devastating earthquake in Haiti, few mainstream media
outlets have paid attention to the continued floods in Colombia, which had (by
December) displaced or severely affected over 2m people and done damage
that will cost US$5bn in reconstruction. The natural phenomenon, which is
forecast to last until July this year, triggered the declaration of a state of
emergency [RA-10-12] that has enable President Juan Manuel Santos to pass 25
legislative decrees, including a tax increase similar to the one that prompted
the castigation of Antanas Mockus during the presidential run-off campaign last
