BOLIVIA: Bid to delay hydrocarbons bill is defeated

A majority of the lower chamber in Bolivia's congress voted last week against a motion to suspend the debate on the new hydrocarbons bill until after the municipal elections scheduled for 5 December. This may leave the law in the worst of all worlds: influencing the municipal contests, yet not receiving final approval until after the elections.
