MEXICO: 'High risk' seen in power play over budget

The impasse that has prevented approval of next year's budget [WR-04-46], plus the absence of any constitutional provisions to deal with such a situation, 'creates an alarming situation and a risk of institutional paralysis'. This assessment did not come from a tabloid newspaper, but from the juridical research institute of the Universidad Nacional Autónoma de México (Unam). By extension, the problem has drawn attention to the constitution's provisions for the case of a president going absent.
