HAITI: Latortue pays compensation to ex-soldiers

It now appears that what persuaded the ex-soldiers who seized former President Jean-Bertrand Aristide's residence in mid December to leave peacefully [WR-04-50] was a government promise to pay them compensation, though not quite the 10 years' back pay they had been demanding. Over the last week 231 former members of the army were reported to have received their cheques.
