GUATEMALA: UN pulls out, three major tasks unfinished

The UN mission in Guatemala, Minugua, has closed shop after 10 years in the country, leaving behind three major tasks unfulfilled: the achievement of public security (undermined by organised crime), judicial reform and overcoming racial discrimination against the indigenous communities that make up 42% of the population.
