COLOMBIA: Warning from top paramilitary leader
A leading paramilitary figure, Adolfo Paz, has issued a warning that a draft bill submitted to congress could jeopardise the 'demobilisation' process now under way by deterring members of paramilitary organisations from surrendering. The bill is designed to provide a framework for the processing of demobilised fighters in line with accepted standards of justice and accountability.
