HAITI: As parties start merging, Buteur defies Minustah

The Socialist International (SI), with Spain's PSOE playing a leading role, has been putting its weight behind the merger of likeminded parties with a view to contesting the elections tentatively set for November and December this year. Meanwhile, the success achieved by the interim government in its bid to calm the armed anti-Aristide rebels is being threatened by one key faction's announcement that it will not disarm.
