REGION: Debate mixes gangs, migrants and security threats

Migration, gangs, deportees, organised crime and national security have become intertwined in the political and diplomatic debate now under way throughout the Caribbean Basin. The US Secretary of Defense is portraying the problems jointly as a security issue. Mexico is seeking Central American and Caribbean cooperation against the gangs but wants to avoid 'criminalising migration'. Caricom is following the Central American lead in asking the US to reconsider its deportation policy.
