HAITI: Seeking a legal way out for Neptune

Direct and indirect pressure is coming to bear on Haiti's interim government to release former prime minister Yvon Neptune [WR-05-18]. While the government insists that the situation must be resolved by the judiciary, the UN Security Council has highlighted the fact that the judiciary is in dire need of reform. On this point, even the Latortue administration concurs.
