BOLIVIA: Congress seeks way of shortening mandates

As this issue goes to press Bolivia's congress will be launching into a crucial debate: how to cut short the mandates of the sitting legislators so that President Eduardo Rodrí­guez can call early general elections. After 12 days of negotiations there is an agreement among all parties that this must happen, but not on how. In the background the autonomists of Santa Cruz, committed to unilateral action, have begun to seek support abroad.
