ECUADOR: Palacio: new electoral law before the referendum
President Alfredo Palacio has set himself a tough task to be completed before the start of his planned referendum on the terms of reference for a major overhaul of Ecuador's institutions: to persuade congress to approve an electoral reform which is likely to upset the current power structures of the main political parties.
